Is Tallow Skincare Safe? The Mad Cow Question, Answered

Yes. Mad cow disease is caused by prions, which are misfolded proteins. Tallow is fat, not protein, and rendering separates the two. The World Health Organization classifies tallow as low risk for BSE transmission, and the FDA permits it in cosmetics provided it contains no more than 0.15 percent insoluble impurities.

Short answer: yes. Cosmetic tallow is regulated by the FDA specifically because of BSE, and the reason it clears that bar is chemistry. Mad cow disease is caused by a misfolded protein called a prion. Tallow is fat, not protein, and the rendering process separates the two. The World Health Organization classifies tallow as a low risk material for BSE transmission, and the FDA has stated that the risk of human exposure to the BSE agent from regulated cosmetics is negligible.

That is the answer. Here is why it is true, and what actually matters when you are choosing a tallow product.

Why the question comes up at all

Bovine spongiform encephalopathy, or BSE, moved through UK cattle herds in the 1980s and 1990s. A small number of people developed a related human illness after eating contaminated beef. The response reshaped how cattle are farmed, slaughtered, and processed worldwide, and it left a long memory.

So when a skincare brand tells you the main ingredient is rendered beef fat, it is a fair thing to wonder about. Most people who ask are not being alarmist. They just want to know whether anyone actually looked into it.

Someone did. Repeatedly.

Prions live in protein. Tallow is not protein.

BSE is caused by prions, which are misfolded proteins. They are not bacteria and not viruses, which is why ordinary sterilization does not reliably destroy them.

The important detail for skincare is where prions concentrate. Rendering studies that deliberately spiked starting material with prion protein found that the protein did not migrate into the fat fraction. It stayed with the protein fraction and was removed. Researchers then took tallow produced by standard UK rendering processes, using material heavily contaminated with a prion agent, and injected it directly into the brains of mice. It did not cause infection.

That is a far harsher test than putting a balm on your face.

What the FDA actually requires

US cosmetics may not be manufactured from or contain what the FDA calls prohibited cattle materials. Those include specified risk materials: brain, skull, eyes, spinal cord, and vertebral column from cattle 30 months and older, plus tonsils and the distal ileum of the small intestine from cattle of any age. Material from non-ambulatory cattle, cattle that were not inspected and passed, and mechanically separated beef are also banned.

Tallow is explicitly excluded from that prohibited list, provided it contains no more than 0.15 percent insoluble impurities, measured by a standardized method. The World Organization for Animal Health uses the same 0.15 percent threshold and classifies tallow meeting it as protein-free.

The insoluble impurities number is the whole point. Any theoretical BSE risk in tallow comes from residual protein carried along as an impurity. Cap the impurities and you cap the risk.

The FDA finalized its BSE rules for food and cosmetics in 2016 and concluded that the risk of human exposure through regulated products is negligible.

What this does not mean

It does not mean every tallow product on the market is well made. The BSE question is settled at the regulatory level. Sourcing quality, rendering care, and what else is in the jar are still entirely up to the brand.

What to actually ask a tallow brand

Skip the BSE question. It is answered. Ask these instead:

Where does the fat come from? Grass-fed and pasture-raised is not a safety claim, it is a nutrient and quality claim. Grass-fed tallow has a different fatty acid and fat-soluble vitamin profile than conventional. A brand should be able to tell you the source without hedging.

How is it rendered? Slow, low-heat wet rendering preserves more of what makes tallow worth using. It is also more work, which is why not everyone does it.

How long is the ingredient list? Tallow's appeal is simplicity. If the label runs past ten ingredients and includes synthetic fragrance and a preservative system, you are paying tallow prices for a conventional cream.

Are they making medical claims? Tallow is a moisturizer. A very good one. Any brand promising it treats or cures a condition is telling you something about the brand, not the ingredient.
